Mark Knoop
FCS Founder Mark Knoop is a Columbia, SC-based communications and campaign management specialist. Having managed successful political campaigns at the statewide, federal, and local levels, and with a portfolio of successful corporate advertising, public relations and branding campaigns, Knoop brings a wide range of winning strategies to the table.
Mark is the Campaign Manager for Lindsey Graham’s campaign for US Senate. He served as South Carolina Governor Henry McMaster’s Campaign Manager, hitting record margins in the November, 2022 victory. Knoop led Senator Lindsey Graham’s record-breaking ground game in 2020, and in 2018, served as South Carolina Attorney General Alan Wilson’s Campaign Manager.

Scott Talley
Scott Talley served in the SC Senate from 2016 to 2024, previously serving in the State House from 2000 to 2008. While in the Senate, Talley was integral in passing historic infrastructure legislation and landmark education reform as a member of the Education Committee.
As a longtime attorney helping both corporate and individual clients and as an accomplished legislator, Talley has built a reputation for a unique ability to build consensus and develop winning strategies for various causes.

Charlotte Knoop is a government and public affairs professional with experience across federal, state, and international policy environments. She has led government affairs intitaves engaging in legislative, regulatory and defense stakeholders. Managing Operations of strategic giving and compliance to advance policy priorities. Her background includes senior campaign finance roles for U.S Congressional, Gubernatorial, and local campaigns. Along with, her international legislative experience in the Scottish Parliament and extensive work with trade associations, nonprofits, and political stakeholders.
